Try to call again in fifteen minutes or so. And keep trying after that until someone eventually answers.

It seems that this would be a question for your network/phone administrator to answer, though I kind of suspect that the fact you weren't told how to do this indicates that you're not supposed to be doing it, and since I am (indirectly and partially) paying the phone bills for "your government phone", I'm just as happy that way.

This happened to me. I called Safelink, they told me to either buy another charger or send the safelink phone back and they would send a new phone w/charger. Also was told if I didn't send the cell phone that was in my possession after they sent the new phone, they would turn the service off...
