It is interesting that you characterize the fellow employee action as wasting medication. They are not wasting it if they are taking a few extra to use at home. If your company provides over the counter medications for use by employees while at work and someone is taking more than necessary then you might try to handle it diplomatically. Complain to the supervisor that you think the tablets are disappearing too quickly and people may be taking some to use at home. You could suggest that a sign be posted explaining the company policy to take only what you need while you are at work.
