Wash fastness? Perhaps you mean color fastness? If that is the case, color fastness is the ability of fabrics to retain the dyes used to color them. Some fabrics hold dye within their fibers extremely well - like denim - while others do not (mostly synthetic or artificial non-natural fabrics) and tend to "bleed" when they are washed. The denim would therefore be more "color fast" than the other fabric.

In order to make off-white you have to mix white and another color. The second color can be any color, but a traditional off white would need a reddish orange. You need to mix a very small amount of the color with a very large amount of white.

If you are talking about a neon light, you can use any of the noble gases in a light. Helium would produce a pink color, neon would produce a red color, argon would produce a light blue color, krypton would produce a white color, xenon would produce a purple color. I don't recommend using radon, but if you were to it would produce a green color.
