It was by the thirteen colonies of Britain that were located in America deciding that they no longer wanted to be under British rule. And so they wrote and singed the Declaration of Independence which made them a republic and a new country.

Properly speaking, the United States was organized by its Founders as a constitutional republic. At the same time, it was (and continues to be) democratically inspired in its commitment to rule of, by, and for the people, with government being seen as acting only by the consent of the governed.
