Hannibal invaded Italy in 218 BC but did not attack Rome itself because he could not take the necessary siege engines with him.

I don't know when, but I do know he was a Carthaginian general, he was believed to have avenged Aeneas' leaving or desertion of Dido.

During the second Punic War (218-203 BC), Hannibal launched a devastating attack on the area surrounding Rome, but never actually invaded the city. He is considered one of the great military leaders of history and his campaign during the Second Punic War has been compared to a world war in its scope. He was also considered the man Rome feared most with virtually every household in Rome having lost at least one family member to Hannibalâ??s army.

He never attacked Rome. He fought the war in Italy by crossing the Alps in 218 BC and remained there until 203 BC. He did not attack Rome because he lost his siege machines while crossing the Alps in winter conditions.

Why did Hannibal's overwhelming victory over Rome at the Battle of Cannae not cause Rome to surrender?

Rome itself was secure as Hannibal did not have a siege train to capture it. it became a contest to keeping its allies from going over to Hannibal and so maintaining a source of food and soldiers to replace the losses. Rome was able to maintain this, Hannibal was frustrated and Rome launched an attack on the Carthaginian homeland which resulted in his recall from Italy to defend it. Strategy - Hannibal attacking Rome at its heartland, responded to by a similar attack by Rome at his heartland.
