He didn't "have to", and he was never a General although he was decorated for his WW1 army service. He chose to join the German Workers' Party, the forerunner of the Nazi Party (from its full German name) in 1919, and became leader of the latter in 1921.
Once he became Chancellor of Germany, in its Weimar Republic days, in 1933 he soon established himself as the nation's dictator.
