Me personally? I don't. Some religions have different start points for their New Years, mostly based on the lunar cycle, so what are you asking? A new year is the start of a (new) year, so the night before people celebrate the dawn of a new year. Obviously. Ergo one can only celebrate the new year's eve on ...wait for it... the eve of a new year. Is this what you meant to ask as your question is surely a self fulfilling prophesy?

Many people celebrate the coming of the New Year by staying up until 12:00 am with family and friends to await the exact start of the year. Many people go out and celebrate. Many people also make new year's resolutions, which are things that they want to change in their lives that they vow to change in the new year.
Most countries celebrate the new year in some manner. It may not be a legal holiday, but I have no knowledge of and cannot find a major country who does not celebrate or at least recognize the new year.
