I was curious about this too, and contacted the Sec. Of State office. They told me that it was June 1977 for driver's licenses, and July 1977 for I.D.s.

MSHP gave me this response to your query. Drivers who fall under Missouri's graduated driver license are not allowed to drive from 1:00 a.m. to 5 a.m. except to work, school activity, or for an emergency.
