After a year of debate the Second Continental Congress approved the last draft of the articles for ratification by the States on November 15, 1777 in York, Pennsylvania.
The US constitution was signed on 17 September 1787. However, not all of those who were considered 'framers' of the constitution - those who were sent by their states to the constitutional convention to work the details of the document - were present to sign it. Notably, Thomas Jefferson and John Adams were overseas on diplomatic missions when the document was signed.
