Democratic Forum of Germans in Romania was created in 1989.

No a country can't occupy its self.
Romanians and Russians for Romania; Germans, Hungarians, Bulgarians and others for the enemies.
That the Germans would completely occupy it
There is an ethnic group of Germans in Romania. They shared a long history together until the Romanian Germans participated in the Nazi ethnic cleansing during WW2 in Eastern Europe. By year 1950 about 253,000 of them were expelled and 421,846 remained in Romania. But today only about 35,000 remain due to mass migration to modern day Germany, where the standard of living is now higher.
Germany! I presume you mean in WWII. Germany occupied parts of France, Italy, Yugoslavia, Hungary, Poland, Romania, Greece, and possibly others I have forgotten.
The Germans occupied Izbica in September 1939.
Although it was part of Czechoslovakia, the Sudetenland was populated by ethnic Germans.
