Jesus was always king in heaven and is now and always shall be, for he is the mighty God and the everlasting Father, as the scripture says:
For unto us a child is born, unto us a son is given: and the government shall be upon his shoulder: and his name shall be called Wonderful, Counsellor, The mighty God, The everlasting Father, The Prince of Peace. (Isaiah 9.6)

Jesus, who is also called Christ, is a king and ruler of the kingdom of heaven. All authority in heaven and on earth has been given to Him. Therefore He rules over His followers (citizens) in both earth and heaven, those you refer to as "living" and "dead" Jesus is awsome :]]
they thought that's what Jesus meant when He told them that he was King of Kings and Lord of Lords....they thought He meant He was an earthly king, but Jesus was talking about being a Heavenly king
No not really as no one goes to heaven right now, as Jesus must first come.
It is a fundamental principle that all law comes from and applies only to the jurisdiction in which it is enacted and Scripture says that Jesus often spoke about the Kingdom of Heaven and just before He was crucified He claimed to be a King when Pilate asked Him "'are you the King of the Jews? … Jesus ed, 'my kingdom is not of this world; …. Pilate said to him, 'So you are a king?' Jesus ed, 'You say that I am a king. For this I was born, and for this I have come into the world, to bear witness to the truth. Every one who is of the truth hears my voice.' (John Ch 18)Therefore the Law of God must come from and relate only to the Kingdom of Heaven where Jesus Christ is King? and indeed following on from this Jesus said "All authority in heaven and on earth has been given to me"
A new heaven and a new earth where Jesus is king over all.
Jesus the Christ had not yet died for our sins.....the work was not yet done. heaven was not yet attainable. believing in God was enough to keep the saints from hell......but not enough to get them into heaven!
Satan (before his downfall - King of Tyre before his demotion to Prince) was cast out of Heaven in Ezekiel 28:16-17. Lord Jesus bears witness in Luke 10:18.
Jesus left Earth so that he could be with his Father and the Holy Ghost in Heaven. He is now seated at the right hand of the Father. After Jesus gave up his spirit, he went to hell to set the captive souls free that could not get into heaven because they had no righteousness of their own and needed a Savior, then he went to heaven to take his righteous place as King at the right hand of the Father.
