At the age of 8, children can sit in the back seat without a booster seat. They do need to have a seat belt; however, and not be in the front. They need to be securely fastened as well.

Everyone who's in the car needs a seat belt. If you crash the person who has no belt on will be pushed forward by the crash and can hurt the people in the front seat before they fly out the windshield and hits oncoming traffic. If the kids have no belts on the owner/driver/parent will be responsible for their deaths.
