After escaping slavery herself, Harriet Tubman was one of many who helped slaves escape, She made 13 missions and helped free 70 slaves using the network of safe houses known as the underground railroad, but she did not start it.

It is believed that Isaac T. Harper started it by hiding fugitive slaves in homes.

There is no exact year, as the Underground Railroad included diverse groups not under any centralized organization. It developed from individual efforts in the late 1830s and early 1840s, such as that of Charles Turner Torrey (circa 1842) and peaked in the mid-1850s when Fugitive Slave laws were being enforced.
