I can't cross-reference this to a particular model, but it was made by High Standard. High Standard was established in 1926 and Sears Roebuck dropped the Higgins line of sporting goods in 1961. That narrows it down to a 35 year period. That model was late enough that it probably had an assembly date code on the barrel just forward of the reciever. http://www.histandard.info/datapublic/serial/HIGH%20STANDARD%20DATE%20CODE.pdf
I have a model 583.23 that my Dad gave to me in 1962 (I was twelve). I used it for a few years and then discovered girls, college and the U.S. Navy in that order. It had been sitting in the back of a closet in Indiana until a couple years ago when it was discovered and turned over to me (living in Pensacola, FL) and again settled into a back corner of a closet. Everything I know about the weapon I have learned via the internet today. As close as I can come to the manufacturing date is by the High Standards company in 1954-57. While in the Navy, I had to qualify with the M-16 and .45. I want to get reacquainted with this weapon. It may come in handy one of these days. Shells are hard to come by here. As soon as they get a shipment in, they are bought up almost immediately.

If it marked JC Higgins, that Is a Savage model 96 made for Sears. If it does not have a serial number, it was made before 1968,
High Standard between 1955 and 1958, after that year they began selling the newer model 66.
