Well, A bill is passed by... First, a bill is introduced by either the house or the senate. Then, they have committee hearings. Next they take floor action. then if the bill is passed to the house or passed on they have more committee hearings then floor action, then it depends. If the bill is passed with amendments than it goes back to the house that passed the bill. If the bill is passed without amendments than the bill goes straight to the Governor. If the bill was passed with amendments the after the house that passed the bill had it then it goes to the Governor and if it is not vetoed than it will become a law on the first of the next year. Same with the bill that was passed with no amendments. If this was confusing then there is diagram on a website that is more understandable. http://www.leginfo.ca.gov/bil2lawd.HTML Here is the answer, 12 year old B.erdman

James Tallmadge offered an amendment that forbade further introduction of slaves into Missouri in 1819. The US Senate refused to concur with the amendment. The House passed a bill allowing Missouri into the union as a slave state in 1820. In the same year, the Missouri Compromise passed in the US Congress.
The Bill was passed May 4th, 1864 in the House of Representatives by 73 to 59. It passed the Senate, 18 to 14 on the 2nd of July, with only one Republican voting against it. However, Abraham Lincoln refused to sign the bill and so it failed to become law. Republicans were furious and accused the president of usurping power and attempting to use readmitted states to ensure his reelection. This Bill was in contrast to Lincoln's 10% plan which allowed the southern states to comeback if only 10% of the pre-civil War voting population took an oath of loyalty to the union.
