The Bill was passed May 4th, 1864 in the House of Representatives by 73 to 59. It passed the Senate, 18 to 14 on the 2nd of July, with only one Republican voting against it. However, Abraham Lincoln refused to sign the bill and so it failed to become law. Republicans were furious and accused the president of usurping power and attempting to use readmitted states to ensure his reelection. This Bill was in contrast to Lincoln's 10% plan which allowed the southern states to comeback if only 10% of the pre-civil War voting population took an oath of loyalty to the union.
