There were eagles on the back of all U.S. quarters dated 1998 and earlier.
The first U.S. quarters were struck in 1796. No quarters were minted in 1797-1803, 1808-1814, 1816-1817, 1826, 1829-1830, 1922, 1931 & 1933.
No US quarters are dated 1975 they are all dual dated 1776-1976 and were struck in 1975 and 1976
That description of the eagle would make it a 1921 Morgan dollar, NOT a Peace dollar. It's an extremely common date, with coins often selling in the $20-$25 range.
No US quarters were struck in 1922. The US did not make ANY quarters dated 1922.
There are several US Mints, where they make coins. In the early 20th century, they were Denver, San Francisco, and Philadelphia. On quarters made from 1892 to 1916 there may be a tiny letter just below the eagle's tail feathers; S for San Francisco, D for Denver, and no letter indicates Philadelphia.
