The most common reason why you lose your task bar is because windows explorer has had an error and stopped working - to get explorer to work hold CTRL + ALT + DELETE to open tak manager, go to the applications tab click new task and type "explorer.exe" and click ok.
Alternatively, press the "windows key" + R and type "explorer.exe" then click ok
It's actually in the task bar, not the start bar. If you right click in an open place on the task bar, select toolbars and then select quick launch, that should put it back.

drag the outlook icon to the task bar
right click on the task bar and make sure on the list the 'lock task bar' option is checked

If you right click on the task bar, there should be an option to 'show the desktop'.
To get the task bar back simply press 'CTRL + ESC'. If this does not work open the task manager select 'new task', and press 'ok'.
Just hover your mouse at the top border of the Task bar and you should see the mouse cursor turn into an up-and-down arrow. Left click and hold and drag the bar to the bottom of the screen.
