I am not actually aware of any high schools that require the ACT in order to get a high school diploma. Of course any public or private school is free to set their standards to include the ACT as a requirement. To get a valid answer to this question you would have to specify the school or at least the governing body that sets the standards for the school. You can also get a GED in place of a regular high school diploma.

The GED testing is often administered by the same testing centers who administer the ACT, but is not affiliated with the ACT. what constitutes a passing score on the GED depends on the jurisdiction setting the standards.
