I am not actually aware of any high schools that require the ACT in order to get a high school diploma. Of course any public or private school is free to set their standards to include the ACT as a requirement. To get a valid answer to this question you would have to specify the school or at least the governing body that sets the standards for the school. You can also get a GED in place of a regular high school diploma.

You must have a high school diploma or a GED before you can even apply to a college. You will also have to have certain scores on the ACT or SAT tests. Some colleges will allow you to take the COMPASS test if you never took the ACT or SAT.
A lot of schools offer scholarships upon admittance for high ACT scores. I got a 32 on the ACT and a full tuition scholarship from my school based on that. All I have to do it keep my GPA up.
