You get them in Ganon's Tower after going through the maze with Phantom Ganon
Fire & ice arrows
To get into Gale Island, you need to get the irons boots first. These boots are located on Ice ring island, where fire arrows are needed to get in.
It is not required but it is fun to get.
to get the ice arrows you have to beat the gerudo training grounds it is the treasure there

Light arrows were not placed in Link's possession in The Legend of Zelda: Twilight Princess because light arrows were not essential in Link's fight against Ganondorf.
In Link and the legend of Zelda, Phantom Hourglass, you get the hammer in the isle of ruins, or the island of the dead.
You get both fire and ice arrows from the Queen fairy at mother and child isle. You must warp to the island by playing the ballad of gales on the wind waker. The fairy will only give you the arrows AFTER you've rescued Aryll from the forsaken fortress.

She is inside the Mother Island of the Mother and Child Isles, you need to use the Ballad of Gales to warp there AFTER you have the Master Sword. She'll give you the Ice Arrows along with the Fire Arrows.
