get the biggest longest tow strap you can find....then tie one end to a tree at least a couple feet in diameter the other to the bumper. back up as close to the tree a you can then drive away from the tree as fast as you can.( wear your seat belt!!!!!). THATA do it. If not try you'll need to remove four bolts (which will prob. be rusted) get the best penatrating oil you can find I use PB blaster.(hope I'm Allowed to say that) spray the penetrating fluid and let set and spray for a couple days. take out the bolts then follow the above advice should'nt take much to yank it off after the bolts are out. If you have a reese style hitch it will probably have to come of first.. GOOD LUCK.
This is how to take the entire rear bumper assembly off, not just the visible steel bumper. Looking under the jeep from the rear, you'll see two "arms" or brackets that go from the inside of the bumper to the frame. There are readily accessible bolts that hold those brackets onto the frame. Undo them, and its off. Be sure to have help holding it up or brace it so that it will not fall on you when you disconnect it. They weigh about thirty pounds or so.
