Administrative rules describe the organization and organization, procedures or requirements of an agency and interprets or prescribes policy or law. So, the law says that a person must be a licensed veterinarian to practice veterinary medicine in Oklahoma. But the administrative rules actually describe the necessary requirements to be met prior to applying for a veterinary license, how to apply for licensure, the continuing education required to renew a license, etc.
