Now I've never been to LAX, but I do travel internationally with my child and as far as I am aware the airlines set the age limits NOT the airports. Also whether your flight is domestic or international is becoming important for some airlines too.

For some airlines it's under 2 flies free.

Others it's under 2 on domestic flights fly free, on international they pay 10% of your ticket price.
