If all the fuses and bulbs are new and work properly, the lights could be malfunctioning due to a short in the wiring. The wiring may also be damaged or burned out in places.

There should be a fuse for the brake lights. If the fuse is good always check the ground wire.

Fuse 7 controls the brake lights. It should be a red 10amp fuse.
It is not necessarily the fuse. It could be the switch on the brake that is not closing the circuit.
