States cannot unilaterally enter into any treaty, alliance, or confederation.


Among other things, declaring war and concluding peace cannot be done by individual states. States cannot individually negotiate treaties or pacts with other nations. There are some restrictions on how they handle recognition of laws passed by other states. It gets rather complicated given various Supreme Court decisions that have been made over the years. The Constitution also forbids states to coin money.
