First of all, Jehovah's Witnesses do not believe that Jesus will rule ON EARTH. Jesus will rule OVER the earth, from the invisible heavenly realm.

Secondly, since Jesus is also a Witness of Jehovah God; he certainly wouldn't rule with a non-Witness of Jehovah God. People or angels, are either 'Witnesses of Jehovah', or they are 'Witnesses of Jehovah's adversary, Satan'. Christ would never use a non-Witness to rule with him. Jehovah has chosen 144,000 from among mankind to rule with him. They will rule from Heaven. They will serve as 1) Kings, 2) Priests, and 3) Judges towards 'the meek' who will 'inherit the earth'. It will be a 'great crowd' that will receive this wonderful earthly inheritance.

Only Jehovah's Witnesses are interested in this inheritance. Everyone else in mainstream religions have rejected this inheritance; and opted to inherit the heavens.
