God did not send Cain 'to foreign people'.
Genesis 4:8-16 reveals that when Cain killed his brother, his punishment was to be sent away to the land of 'Nod' ('fugitivness') . He was to become a 'fugitive' on earth. The ONLY people on earth at that time were Adam's descendants, so Cain took his sister as his wife, and lived apart from the others. Since people lived for hundreds of years, back then(Genesis 5:5), eventually he would meet other sisters, brothers, cousins, nephew, nieces, that he had not known, who were aware of what he'd done, so God set up a protection for him so he would not be killed(Genesis 4:15).
Eve was not the only woman on earth. Adam and Eve were only the first people on Earth. If Cain had to be put a mark of protection on, then who did he need to be protected from. There were probably other people. Who knows, Eve could have done it with Cain.
Jesus Christ was related to Cain only by the fact that Jesus was related to Adam (Humanly speaking) and Cain was a son of Adam. But Cain was not the family line that Jesus came from. Jesus came from the line of Seth, the third son of Adam and Eve. Several thousands of years separated the two generations.

Cain was not the only one there. Adam and Eve had many children, and their children had children.
The first person was born cain because Adam and eve were created. I know this answer because i learned about this and I was really interested so yeah .and Cain and abel married there sisters and had kids with them because there was NOONE on earth but only them
If you are refering to cain from the bible then the reason he killed 1/4 of the worlds population is because according to the bible, when cain killed his brother able there were only a total of 4 people on earth ( adam,eve, cain, and able) so one person WAS 1/4 of the whole population
