1. 02 August '64, an actual naval battle between the North Viet Navy (3 torpedo boats) and the destroyer USS Maddox.
2. 04 August '64, a questionable naval battle between the NVN torpedo boats and the USS Maddox and USS Turner Joy.
Battle of the Tonkin Gulf: Three torpedo boats from the North Vietnamese Navy attacked the destroyer USS Maddox in August 1964. The Maddox was hit once, and claimed sinking one of the NV Navy torpedo boats. USN F8 Crusader jet fighter bombers joined in, also claiming a destroyed NV Navy torpedo boat. The Johnson (LBJ) administration down-played the sea action, and termed it an "incident." The Tonkin Gulf Incident (aka Gulf of Tonkin Incident) to be exact. It was quite an incident, it commenced war between the nation of North Vietnam and the United States for the next decade!
The US took it over, when Johnson received the go ahead from the Tonkin Gulf Resolution.
Guerrilla activity commenced in '55 through '64. Conventional warfare commenced in '65 after the Tonkin Gulf Incident. It all ended in '75 when the north took the south's capital with T54 medium tanks.
When Johnson took office in Nov 1963, the US had very few military personnel in Vietnam, mainly "advisors" who were there to help teach the South Vietnamese to fight against the North. Johnson was the President who began sending large numbers of troops, especially after the Gulf of Tonkin incident in Aug 1964.

That depends on the job you do and the 'incident' in question.
The Gulf War took place in 1991, not 1989, and it was sparked by the invasion of Kuwait by Iraq.
