To be "out of time" is an idiom that means you no longer have permission to continue with your task, because the time allotted for it has expired. For example, if I give a quiz in class, and the students have 25 minutes to finish it, I might say "Time is up" at the end, or I might tell the students they are "out of time." One other usage-- this can also be a slang expression about death-- when a person dies, their time on earth is completed, and they are certainly "out of time."
