It sounds like something is defective in the clutch pedal linkage, or actually within the clutch itself.
According to the pics I've found it looks like it has gripshifters. They sit like a barrel on the handles and you shift gears by turning them. Avoid cross-chaining, which means that you shouldn't run the chain on big-big or small-small sprockets. External gears needs to be turning to shift, but try not to press with full force when shifting.

Sounds like the clutch is on it's way out.
There may not be any gears on an electric car. If you are asking about the control for direction like the gear shift on a normal car the is usually a switch on the dash.

Do you mean shift gears because that's a stick shift, otherwise im not sure this is right but neutral is when the car is at the mercy of the environment sround it because the wheels are not locked like they are in park but the car can't drive

There is a little pedal on the left side by your foot. If you put your foot under it and raise up that will shift through the gears. You have to hold the clutch in between gears though. The clutch is usually on the left handle bar and looks like the brake. To down shift step down on the pedal while holding the clutch in.
