Try to reset BIOS and remove all parts such as memory, video card, hard drives, cd/dvd drives and so on. Reinstall first the video card try to boot, if it went through. Turn it off install the memory (if you have more than one stick reinstall them one by one, not all at the same time), turn it again. Than try hard drives. If it stopped starting after second time or later you have located failed element.
If it does not resume normal work after resetting BIOS, you motherboard failed.
Sometimes the power supply can cause weird problems, you need to check it too.
