Capulet thought Juliet had been married to Paris, as he discovered her seemingly lifeless body in her room next to the wedding arrangements meant for her nuptials with Paris.

Romeo and Juliet were found dead in the Capulet family tomb in Verona. Juliet took a potion to make her appear dead in order to escape her arranged marriage, but Romeo, believing her truly dead, took his own life next to her before she woke up.

Capulet has no idea that Romeo had married Juliet or that he even intended to until after they both were dead. At that time he was of course unhappy that Juliet was dead, but felt that he would rather have her alive and married to Romeo, who he agrees to build a statue to.
Paris was supposed to marry Juliet. Then Capulet learns that romeo was married to Juliet and was Juliets one true love. But The Capulet's don't learn that romeo and Juliet were married until the two are found in the Capulet tomb dead.
Paris goes to the Capulet's monument to mourn and pay his respects to Juliet, believing she is dead. He is there to honor her memory and grieve her passing.
