When a 89 civic is going over about 45mph and you apply the brakes the car shudders It isn't a violent bucking but it feels like the breaks are maybe bouncing off the wheels?

IF THIS ONLY HAPPENS WHEN YOU APPLY THE BRAKES THE MOST LIKELY PROBLEM IS THAT YOUR FRONT BRAKE ROTORS ARE WARPED. YOU CAN EITHER HAVE THEM MACHINED AT A QUALITY AUTOMOTIVE SHOP OR REPLACE THEM WITH NEW ROTORS.

Rotor and drums are out of round, need turned, probley just the rotors. Be sure to replace the pads and shoes too. You said it is bouncing. If the body is bouncing then the shocks are bad and need replacing.
