The pressure outside the balloon doesn't change when the balloon rises. By a balloon rising, I assume that air is being placed into the balloon. As the balloon fills with air, the pressure inside the balloon will increase. Since the balloon can stretch, the increasing pressure against its inner walls will cause it to rise, or more correctly put, expand. Eventually, the balloon will be stretched to its fullest capacity if more air is placed inside it. When it pops, the bang you hear is the high pressure of the atmosphere inside the balloon equalizing with the lower pressure of the atmosphere outside the balloon.

Charles's law. Pressure acting on the balloon is constant(atmospheric pressure). Thus when the sun's rays heat the balloon, the air inside expands and it pops sooner or later.
Because the balloon pops when the air inside the rushes out quickly through a tiny hole.
If it's a light balloon, it keeps going up, into thinner and thinner atmosphere, until the pressure inside the balloon is so much greater that the pressure outsize , and then it pops.

The balloon expands or even pops. Because when a gas gains heat energy the particles in it move faster and further apart creating a greater force on the inside of the balloon until the balloon cannot contain that force.
When you leave a balloon in the sun, it pops. this is caused by the particles inside the balloon absorbing energy from the sun, speeding up, and spreading farther apart. When the particles move farther apart, the volume increases and causes the balloon to pop.
If you gradually heat a balloon, then the gas inside the balloon will expand, causing the balloon to become bigger in volume.If you put a balloon above a flame, then the balloon will pop because the heat will weaken bonds in the polymer that makes up the balloon, thus the polymer will not be able to hold the pressure of the gas inside the balloon.
