Is the theremostat set to Fan On? If not, is your house getting to the set temperature? If it is there could be a problem with the thermostat or it is wired incorrectly.

The wattage of electric base board heaters does not change because the thermostat is set on low. The wattage is a fixed value on the heater because of its internal resistance element. The thermostat set on low shuts off at a lower temperature than a thermostat that is set on high. It is the time interval that governs the amount of heat that the heater produces when the thermostat calls for heat. Once the room heats up to the temperature that the thermostat is set at, the heater shuts off. The thermostat is just a temperature switch.
what should it be set at
Do you mean what temperature do you set it at? Comfort level is normally between 66 and 72 degrees. If you set your thermostat back when gone or at night dont drop it any more than about 6 degrees to maintain any energy savings your trying to get.
The thermostat only opens when it reaches a set temperature. For instance a 195 degree thermostat opens at 195 degrees. Just install the thermostat, and do not mess with it. Install it spring down. The thermostat only opens when it reaches a set temperature. For instance a 195 degree thermostat opens at 195 degrees. Just install the thermostat, and do not mess with it.
