Most likely. It is putting a child in danger if the parent is not trust worthy and gets drunk and gets in a vehicle. Therefore, for the safety of the kid, they should be handed over to the other parent.

The child will most likely start to or become what is called drunk. If the authorities find out, parent/guardian can be arrested for child endangerment, and the child taken to the hospital for emergency treatment.
