It is illegal. In many places, instead of the flashing red hand, there is a flashing "Don't Walk" sign, specifically for the purpose of re-enforcing that a pedestrian may not cross the flashing red light. There is a pedestrian symbol for a reason.

You must still come to a complete stop. Even if there is a flashing red light you must stop.

They say that one way to determine whether is a green light is "stale" is by the flashing pedestrian "do not walk" sign. Not all intersections even have a walk or do not walk sign. Also, I have driven through intersections with flashing do not walk signs and the light remained green. The previous answer was a poor one.
If your check engine light is flashing an engine cylinder misfire has been detected
If you push the two outside buttons on your Homelink system until the light goes from a steady light to a flashing light, it should clear all stored codes in your system once it starts flashing.
If there are pedestrians still crossing when the amber light is flashing, the motorist must remain stationary. If there are no pedestrians crossing, the motorist can proceed. (But, be careful of pedestrians taking a chance and attempting to cross when the amber light is flashing - it is best to use caution until the light turns green.)
