I suppose that it could be possible, but piercing jewelry is made out of implant grade steel which is the same steel they make medical implantation out of, i.e.; rods, screws, plates, etc., so it is fairly well suited to be placed not just through the skin, but completely beneath it as well. The term "surgical steel" is a misnomer, in that if it is surgical steel, it is virtually always technically referred to as implant grade.
No itchy is a sign of an allergic reaction, this could be due to the quality or lack of it in the jewellery in your tongue piercing.

You can have your tongue pierced with anything that be run through an autoclave. I can see no advantages to gold over 316lvm stainless other than if you're allergic to the stainless and titanium, just a higher price tag.
