Terrorists who are motivated by religion will claim that their acts are justified by their faith and that they will receive great rewards in heaven for doing them. In many cases ordinary people who practice the same religion will denounce the terrorist activities as being wrong. So the answer will depend in part on who you ask. For example, Islam has for centuries been considered a religion of peace even though some radical groups are engaging in horrible acts in the name of the same religion.
A terrorist commits violent acts for political, religious, or ideological reasons to instill fear in a population and achieve their goals. A criminal commits unlawful acts for personal gain or other reasons, but not necessarily for political purposes. The key distinction is the underlying motivation and intent behind their actions.
