Absolutely not! Anime is a type of animation done originally by the japanese, though the art has spread all over the world it will always be from Japan. Though, if and American artist creates and anime (though its American,as long as it sticks to the basics of an anime,such as the art style its an Anime) and it is shown in japan it would be considered and American Anime
