He says this because he wants to make you feel like you'll get back together later on, but truthfully he only wants to be single. Don't feed into it. He just doesn't want to hurt your feelings.
OR
It could also mean, he had a heart change throughout the argument, and maybe at the moment, a frienship would be the best thing for the two of you. Maybe he realized that you two jumped into to quick.
