This is based on the early date for the exodus event which in turn is based on: 1And it came to pass in the four hundred and eightieth year after the children of Israel were come out of the land of Egypt, in the fourth year of Solomon's reign over Israel, in the month Zif, which is the second month, that he began to build the house of the LORD. In turn, archeology has established the date for the temple construction at around 961 BC., which by simple arithmetic produces a date of 1441 for the exodus, with the giving of the Torah on Sinai soon after.

God spoke the Ten Commandments to Moses and entire community at the base of Mount Sinai (Exodus 20). At the end of the forty days Moses was on the top Mount Sinai, God gave him the two stone tablets to show the people (Ex 31:18).

We may never know, since they measured time differently in ancient days. But many scholars believe the commandments and the Mosaic law were given between five and six thousand years ago.

Another answer:

There are three ways to approach this question... yet, according to the "Halley's Bible Handbook," two of the ways can only result in an approximation since scholars are at odds about this and other issues regarding the matter of "time."

The first way to approach it is from the common religious belief that the Ten Commandments didn't come into existence until God wrote them down for Moses, etching them into the two tables of stone.

This time frame is "approximated" by Halley's Handbook as occurring around 1400 B.C..

The second way is that the Ten Commandments were given to Adam and Eve [mankind] when God [Jesus Christ, the WORD of God; see John 1:3] first created them.

Since "sin" entered into mankind's existence with the first two people... and the definition of "sin" is that it is the "transgression of the law" [the breaking of the Ten Commandments] - see I John 3:4 & Rom.7:7; then the Ten Commandments can be said to have been given, according to Halley's approximation around 4000 B.C..

The third way... according to Jesus Christ... is that "Satan is a MURDERERand the FATHER of LIES" [see John 8:44]... the very first one to break the Ten Commandments [of which murder and lying are two of the ten sins; and of which James tells us: "...the person who keeps all of the laws except one is as guilty as the person who has broken all of God's laws." - [James 2:10]. In other words: Satan is the true ORIGINATOR OF SIN!

Satan [named 'Lucifer' in the beginning when God created all the angels], long before man was made and there was still harmony in the universe... first broke God's Commandments.

Which means that God's law, the Ten Commandments, BEGAN WITH GOD... who is ETERNAL! Therefore, the Ten Commandments have always existed.

God went to war with Satan in the beginning [see Rev.12:7], after an undisclosed period of time, over Satan's original "sin"... and restrained these rebellious spirit beings to the confines of earth, awaiting the coming Judgment for their crimes [see Jude 1:6 & II Peter 2:4].

These angels were already on the earth when God, then, made man... and introduced man to their ways of "sin" [the transgression of the Commandments], the law which God gave to the first two people... and which were passed down, verbally, from generation to mortal generation [all of whom were aware of God's laws and the breaking of them; "sin":

"...respond in the right way. But if you refuse to respond correctly, then watch out! SIN IS WAITINGto attack and destroy you, and you must subdue it." (Gen.4:7 NLT New Living Translation)

"...the cry of Sodom and Gomorrah is great, and because THEIR SIN is very grievous..." (Gen.18:20 KJV).

It wasn't until Moses that God finally WROTE THE TEN COMMANDMENTS DOWN for us, today, in these last generations of man so far removed from the creation of the first two people, and the conclusion of God's plan of salvation.

"...He [Moses] was the mediator between the people of Israel and the angel who gave him Life-Giving Wordson Mount Sinai to pass on to us." (Acts 7:38 NLT)

But the fact of the matter is, the Ten Commandments... like our Eternal God... HAVE ALWAYS EXISTED!

He climbed mt. Sanai and received a message from God, a tablet, with the Ten Commandments on them. I believe there were 2 tablets, but not completely sure.
