Please, please read The Bible! Jesus did not give the Ten Commandments to Moses. Moses received the Ten Commandments from God.
The 10 commandments were given to Moses, written by God's Hand, and delivered to the Jews in the desert during the Exodus.

The Jews believe in the story of Moses, as he is their prophet and leader.
We do not believe that the commandments can't be followed outside of Israel!! Jews all over the world follow the commandments! There are some commandments we can't follow such as those pertaining to animal sacrifice because we do not have a Temple in Jerusalem. But other commandments are followed by Jews from Argentina to Zimbabwe!

Jews believe the Old Testament, but they don't believe most of the New. So yes they did.
The Muslims believe in all prophets (May peace be upon them all). They believe in Hazrat Adam AS, Hazrat Abraham AS. Hazrat Moses AS, Hazrat Jesus Christ AS and the last Prophet of Islam Hazrat Muhammad SAW. The Jews also believe in the Prophets belonging to Judaism. The Christians believe in Jesus Christ AS.
The laws for the Jews stemmed from the Ten Commandments given to Moses by God for the Israelites. The Ten Commandments were expanded on in Exodus, and Leviticus. Some are seen in Numbers and Deuteronomy. In Jesus' time and even before, some of the religious leaders made up some man made laws and tried to enforce them up on the people. These were bogus laws and hindered those who tried to follow them.
Moses introduced the written commandments written by GOD.
