Not correct! I spent 35 years in the traffic signal trade. You should decide if you can stop safely and do so OR proceed at your current speed. If you slow and then decide you increase the likely hood that you will run the red.
A flashing yellow light means you should drive with caution when approaching and moving through the intersection.

A steady (instead of flashing) yellow light means the traffic signal is changing from green to red. You must stop if it's safe to do so. If you're already stopped you must not proceed.
It's a runway guard light. It's to advise aeroplanes that they are approaching the runway and should stop until advised to the contrary.
On traffic lights it means slow down.

You should not get a citation. As long as some part of the vehicle is in the intersection when the light turns red, you have not run a red light.
