All vehicles must stop at the intersection barrier lines (crosswalk), then proceed when it is safe. When the System is in control, the intersection's right-of-way is being controlled by the lights, and the vehicles are flowing through the intersection in one direction while the vehicles in the crossing direction are waiting their turn... the system controls the flow.
I don't have an answer, just a question. When I was out driving in my vehicle, I came to a 4-way stop. I waited for my turn. The vehicle that had the right of way proceeded through the intersection. there was a cyclist behind the vehicle and it also proceeded through the intersection immediately after the vehicle. My question is shouldn't the cyclist waited until I went through the intersection since it was my turn? do cyclists not follow the same rules as vehicles if they are actually on the road and not in the bike lane? thanks
You should not get a citation. As long as some part of the vehicle is in the intersection when the light turns red, you have not run a red light.
This isn't really a question. Just a statement. It makes sense to not block the intersection when there's traffic. I hate when people do that.

You continue through the turn but only after you make sure that there is no oncoming traffic. It is your responsibility to yield to vehicles that are coming straight through the intersection.
