The wings are there as soon as they come out of the shell. They use them to force their way out. The feathers of the wings start to show well at a few days old. I have chicks that are 5 days old and they are flying already,not far, but enough to get away from my hand when I go to pick them up. It depends on the species. In some penguins adults are present with the chicks at all times until the chicks fledge but in some species, the chicks are on their own for hours at a time if not longer while the parents go out to sea to fish.
