It means that all of the ions in an ionic salt are fully disociated into water

.

it just means that the salt has completely(since its 100%) broken into its constituent ions.for eg..if u say Nacl is 100%ionised in water(suppose)then it means that Nacl has completely broken into Na+ and cl- ions...
