When can I wear a Black velour dress and with what color pantyhose?

winter time or for formal occasions for the dress....nude or suntan pantyhose to offset the dress (black pantyhose would be too much black)...and black CLOSED toe heels ---------------------------------------------------------------------------------- I agree with everything except that you could easily wear open toes heels, as long as your pantyhose is very high quality, has sheer toe and yo make sure that the seam across your toes is gently pulled under your foot so the seam is out of view. A very sexy look if you ask me.
