When life is at stake. For example, in Islam it is forbidden to eat Haram Animals like pigs etc. So, let say I am lost in a forest and I haven't eaten for two days and if I'll not eat today I'll die. Suddenly I saw an animal which I can't eat as it's forbidden but If I'll not I'll die, so I eat it. A rule is not broken exactly cause in Islam if you're at a survival situation religious limits doesn't apply.
Religious rules are broken by non-religious people all the time.
If attempting to adhere to your religion: religious rules may be broken when two or more rules contradict each other. However, this breaking of rules should not be taken lightly. Often this is a test to see if you can remain without breaking the rules. Sometimes there are non-obvious answers where all the rules can be followed but that require you to re-question your assumptions and perhaps sacrifice your pride or other parts of yourself.
Religious rules can be broken under certain circumstances when they conflict with overarching ethical principles or when they pose harm to oneself or others. For example, if a religious rule promotes discrimination or violence, it may be justifiable to break it to uphold principles of equality and peace. Additionally, if adhering to a religious rule would jeopardize one's physical or mental health, it may be appropriate to deviate from it.
Rules are guidelines or principles that prescribe boundaries for behavior. While rules are intended to maintain order and promote fairness, there may be situations where they can be challenged or revised if they are perceived as unjust or ineffective. However, breaking rules should be done thoughtfully and with consideration of the consequences.
Canon law was the body of rules and regulations governing religious practices such as marriage in Christian churches. It established guidelines for the sacrament of marriage, including requirements for validity and the process for annulment.

It obviously depends which 'rules' were broken.

The rules are flexible and there is no precise definition of when they can be broken. In informal situations it is more likely to see them broken. You can always break the rules when quoting exactly what someone says.
Rules, my dear fellow, rules! :D
by following their religious rules
A normal sane person would say "not unless they're covered with food, or you bite them off and swallow them", but under the assumption that you're asking for religious reasons, I can't guarantee that your particular wacky religious rules conform with sanity, so you should check with your wacky religious leader for guidance in this matter.
