No you don't i just talked to my drivers' ed teacher and he said that you don't need to have insurance for just a learners permit. You only needed when you get your full licences
Yes you can, but unfortunatly im not sure if there is an age limit. So like if you have to be 16 or older, or if you can drive there when your 14,15... Hope that helps

You can use your full UK or any other valid EU licence to drive in Ireland. If you wish to remain in the country then you will need to exchange your licence for an Irish one. Note that this only applies to "FULL" licences, if you have a "provisional" or "learners" licence you will need to do the Driver Theory Test and get a Learner's Permit which is valid for two years but you can only drive if accompanied by the holder of a full licence.
